It can do both. Use the Pick Color tab to check HEX/RGB values, and use the Replace Color tab to change selected colors to a new color.
This tool replaces selected colors and similar color ranges. It works especially well for icons, logos, game sprites, and simple backgrounds where color areas are separated. For complex photos, preview the result and adjust tolerance.
Tolerance controls how similar a pixel color must be to the selected color to be replaced. Lower values change only very similar colors, while higher values affect a wider range.
It keeps existing alpha values whenever possible while changing the color. If you save as JPG, transparent areas may be filled with the selected background color.
Make selected colors transparent in your image. Pick one or more background colors with the eyedropper, adjust the tolerance, and clean up solid or similar-color backgrounds such as white, black, green, or magenta.
